Fujitsu MPB3043AT in weird state

I have a 4GB Fujitsu that seems to be in a strange state. I am running Windows 98 and it does show up on My Computer's list, but it shows up as TWO drives (both showing as 4GB). FDISK crashes when trying to look at the drive.

Any ideas what the problem may be?

Is there any way to low-level format this drive?
