Surf to www.linux.org, click on Documentation, download Large-Disk-HOWTO. Heavy reading, but good background, even if you don't use Linux.
Basically a BIOS limitation, similar to the 528 MB barrier and the 8.4 GB barrier.
Windows machines can use an add-in PCI IDE controller. Recent linux distributions use other workarounds (boot loaders, setup tricks, etc.)
You have a jumper to force the drive to appear as 33 GB, but you should be able to find a better solution than wasting the last 7 to 8 GB.
Back up your system if at all possible before beginning, and I have confidence you'll be fine, even if it takes some hours to fix this.
