Can't boot to new HDD

My system (233MMX clone, 128mb)is set up as follows:

Primary IDE:
M---6.4gb--single partition, Win98, Apps
S---5.1gb--2 partitions, 1 w/98 and backups, other w/Win2k Adv Serv.

Secondary IDE:
M---8.4gb--blank, but want to migrate everything from 6.4gb to this one, including clean 98 install.
S---burner

The problem is that I cannot boot to the new HDD to install the OS. I get an "invalid system disk--replace disk" error.

I used a 98 bootdisk, and changed the CMOS boot order from A,C to both E,A and F,A, and neither works. All partitions were set to active via Partition Magic.

Do I need to swap the 6.4 and the 8.4, or am I missing something else?
