Windows 3.1-System doesn't go to the c: prompt anymore

I ran FDISK from Floppy & Chose Option 4 (Display partition information) it read, Current fixed disk drive: 1
No paritions defined

Then I ran FDISK /STATUS it read,

Disk Drv Mbytes Free Usage
1 202 202 0%

(1MByte = 1048576 bytes)

I also Ran the Auto Detect Hard Disk option from the Bios S/U Utilities it read,

Hard Disk C: Type: 47 = User Type
Cyln = 683
Head = 16
WPcom= 65535
LZone= 683
Sect=38
Size= 203 MB

Do I need to Fdisk & Format the Hard drive? And shld I follow the instructions www.weendoggy's webpage to format & Fdisk my drive?
