If the laptop has a fair amount of memory, and a big enough harddrive, you MAY be able to copy the setup files (the /Win98 folder on the cd) to the hd over a laplink cable. I've done this several times on different machines, but have had one that didn't want to work. You can buy a serial, and a parallel "laplink/Pcanywhere/direct connect" cable at any decent computer store. Search for "ll3.exe" on the internet, there used to be several places to download it, including, I'm told, the laplink site. copy "ll3.exe" to both machines C:\ (the root) and run from there. Another thought, is that a credit card (pcmcia) cd shows up on ebay pretty regular. I saw an old Panasonic 4x just like mine go for 30.00 about 3 months ago. I should have bought it just for a spare. If your a glutton for punishment you can use the stupid, unhandy interlink/interserver that comes with MS-DOS, or if you can find it the "xtlink" program that comes with the old XtreeGold. If none of that works, look around and find a drive adaptor to allow the use of your laptop drive in you pc, and install it to the drive from your pc. Then, put it back in the laptop. Be sure to copy the "cab" files to the laptop hd, because you obviously won't have them available from a cd. I know this all sounds long and drawn out, but I'm no expert, and I've gotten most of this stuff to work from time to time. I STILL have an old Thinkpad 486-33, and another one which has had a P-90 or so board upgrade, no cd in either.
