Drive does not spin up when computer is turned on

I have a Seagate ST51080N 1 Gig. Hard Drive. The drive does not spin up until I use a disk formatting utility (Macintosh) Tried with jumper on and off the "Remote Start" pins. This drive was bought on eBay, I don't know why it was replaced, but similar drives were DOA.
