Hi,

With jumpers the 0 means "off" or NOT jumpered and
1 means on or jumpered. If you look closely at
one of those small plastic jumper plugs, you
will see that there is a small "wire" inside the
plastic "block". This wire connects the two pins
on the jumper block when you place it over the
pins, that represents a "one" or "on" to the
device.

If the instructions say to jumper a
position as 0 or off then you can put the jumper
on only ONE pin to keep it from getting lost. If
it is hooked to ONLY one pin that is the same as
0 or "off".
